So the founder of an anti-drugs program was arrested for NOT selling drugs?

How does this make him a hypocrite?

"It's always the people in charge that are hypocrites. Religion, politics, everything. Or is it that we see it more often BECAUSE the person is in power?"

Power makes weak people corrupt and consider themselves exempt from their own rules. It takes a pretty strong person to be a leader and not let it get to their head.

All these private anti-drug groups are money
scams. They're not really hypocrites, just crooks.
