Hmm... Well they should be sure to mention its not mandatory, because from what I can tell, no one bothered to put that on the applications. But let me put it this way... asking for their usernames is freaky and borderline. Asking for their PASSWORDS it just plain out wrong. The hell do you need their passwords for?

If they don't give a f uck if people provide it or not when asked, why even ask? Do they really expect people to do it if they don`t have to?
