Ok sure, Verizon operator=douchebag. But what's to "figure out" about paying the phone bill? It`s $20 fa christ`s sake. What was more important, getting into a pissing contest about 20 bucks or finding the guy? Just pay it and bitch later!

It's possible the Verizon system wouldn`t allow them to turn his phone on without payment. A regular CR wouldn`t be able to help the cops even if they`d wanted to -- it`s entirely up to the set-up.
