Have one child, or hide the others, or prison. There is no requirment for them to know about safe sex to follow a law. It would only be helpful. Which is what I would suppose this would be used for. This is China, the same nation that had 1 million men at any given time working on the Great Wall when their total population was 5 million. How did they abide with that? This is China, you obey.

Then I mean things like the effects on the already strained Chinese infrastructure that will come from lack of knowledge. All they know is that babies=a good time, if a bit shortlived. Possible result: everyone having >3 babies because it feels so good to have babies. Condoms, you say? What`s that? Sex WITHOUT making children? Increasing knowledge about sex would open possibilities such as protected sex, or the knowledge of how to pleasure your partner without sex perhaps? Anyhoo, that`s why I think the sex park is a good idea. In my opinion.
