This is 100% legal. You can do whatever you want with the postal system and the federal government can't do anything about it, because companies who send bulk mail are douchebags. Also a mailman on IAB said you can do this too.

Why attempt something obviously suspicious like in this video, when it's much easier to just shove junk in the original business reply envelope and mail it back that way?
