I'll attempt to transcribe this cop`s version:
Oh say, can you see, by the dawn`s early light, What so helli--twilight, at the land`s gleaming mooksright. Whose broad stripes and bright stars, through the perilous fight, O`er the rampart we watched, were so gallantly streaming. And the rocket`s red glare, bombs bursting in air, gave proof through the night that the stars were still there. Oh say, does that star-spangled banner yet wave, O`er the land of the brave and the home of the free?

ok, who hired the drunk guy to sing?
seriously, if they had any citeria at all in their decision, they wouldn't have chosen someone who a) sounds like he has a mouth full of marbles, and b) doesn`t know the freakin` words! shouldn`t thay have verified that beforehand? and the guy himself felt no need to google the lyrics or something? there had to be a more suitable choice. the fact that one guy was about to give a speech is proof that at least one other person in the precinct is definitely not mute and could have stood in. they didn`t even stop the guy when it became apparent that he couldn`t perform the task at hand. i knew the words to that when i was seven. seven! how in the hell did he get through at least 12 years of schooling (and, i`d assume, law enforcement college) without learning the star-fricking-spangled banner?!
what kills me is that he`s standing there so officially while he`s failing. i don`t think he`s realized he`s done anything wrong.
