I think it can be used as both really New HIV viruses need to find a new host of cells although its gonna be too late for the ones already infected, uninfected ones cannot be penetrated, and the virus doesn't live long outside a host, so it dies.

gatorade777 it is both, they said after the treatment they couldn't find a trace of the virus. Meaning the guy had it before hand. So it was a cure, and then prevention.
