There is a vaguely plausible way, but it isn't being used here.
It might be possible to genetically engineer algae to produce a useful amount of hydrogen as a byproduct of photosynthesis. Energy is still conserved, because the algae use food and sunlight.
It might then be possibly viable to use lakes of algae to generate hydrogen that could be used to power fuel cells to generate electricity to power a car. You`d have to buy hydrogen like you buy fuel now.
But you would need lakes of the stuff and you`d need a way to store the hydrogen safely and the algae don`t actually exist yet.

Alright, so all of you understand the law of conservation of energy, right? It would take just as much energy to separate the hydrogen from the oxygen as it would to power the car. Fake. Game over.
