Hmm again, why shouldn't it be legal? The ball is put back into play... as long as the player doesn`t interfere unfairly with the goalkeeper the referee have no reason to give a freekick.
Why it doesn`t happen that often ... you mean, in the leagues that you know of? On a global scale there`s quite a few countries and their respective league/tournament systems to choose from. I`m sure major mistakes happen every minute, perhaps not always quite like this one, but still =)
