It doesn't have rules (spoken english anyway) People have adapted english to suit them and that is what makes it so versatile we can draw many words to say the same thing for example Big, Large, Gross, Massive, Huge. This is because English has been influenced by so many other languages that it has many different words which mean the same thing. And it is constantly evolving (no comittee decides which new words should be allowed as with French) this allows for the language to keep up with current trends and be adapted by new comers to the language, Chuddies for example, for American speakers Chuddies is a word orginating from the Indian (as in India, a country in southern Asia, below Russia on the world map) for underpants but is now a fully recognised word and is in the Oxford English Dictionary. Evolution maybe a difficult subject to grasp (but think of it as gradual change over a long period of time not the work of Satan and you may get it.)
