The police should have been perfectly capable of subduing her without it. A taser is one of the more dangerous weapons a police officer carries (safer than a gun but more dangerous and less tested than pepper spray or a baton) and as such should only be used on a suspect who poses a real danger to an officer. True she's accused of biting, but we don`t actually see that. Use of a taser to force compliance is torture. But we know the US government approves of that.
