It's nok fake :) It was happened in Hungary at Schonherz Dormitory. It was controlled by the dormitorys UTP network. They put a big white paper in front of the windows, and a desktop lamp. FAKE. If you'll notice, none of the light from the windows hits any object outside the building. If that many lights were on at once, you would see some sort of light hit an object outside the building...like the trees, but the only place you see the light is inside the windows. Furthermore you can also tell that the picture they use is static because if it were real video, there would be noticible noise (graininess) in the video, especially at night.

Ok, People This is not photoshopped. It is extremely easy to do, And providing you are willing to hack your lights, You could build a rig a say.. 100 windows with ease, And nor much cash.
Each Light would require: A Relay A Diode A Transitor A Power supply Of some sort (To fire relay)
You create a simple Circuit where a 3.3-5V Input will trip the relay with barly any current.
Once this is done, You now have 1 wire for each light, That when pulled to 3.3-5V IT will turn on the light.
Now if you had 8 lights, You could simply hook it up to a PC parallel Port (1bit = 1 window), For more lights you could use Multiplexing Or even hack up a dot matrix controller (Hitachi make Parallel Controlled Matrix controllers For dirt cheap). As for the programming, Simple... It's just timed events, You play an MP3, Read the position of the MP3 and set the screen to a curtain picture on that event
You could even make it parse AVI files (With the resolution of you screen).
