I wasn't saying Congress made the decisions. I was simply saying that poll questions are not reliable. I was saying that when people are not happy - about gas prices, about whatever - and then you ask them "do you approve of the way <x> is doing their job?" 9 times out of 10, they`re going to say no.
Blaming Bush for leading our country into the dumpster is like blaming Ronald McDonald when you get a bad hamburger.

But Congress did not make the desicions Bush did that got such low approval ratings. A person of average intelligence realizes where blame should go. Bush took an oath to lead our contry, and he did- right into the Dumpster.
