It`s a pie-sky, logistically unstable idea until someone presents a reason to fund it beside "it would be cool."

Just thinking, it occurs to me it would be good to have a couple over the Pacifics and Atlantics as it would give compatible distress call mechanisms unlimited range.
If the bandwidth and IP addresses weren`t each consumed, that is...
