So.  
I lived in Taiwan for two years and China (Shanghai) for one year.  Part of that was for my Chinese studies, but I taught English on the side (people would pay me the equivalent of $30.00/ hour to talk at them in English).

I am trying to keep this story from being too long, but it speaks to why I don't trust much from China.  One company I taught at manufactured boxes.  The box cutting machine had no safeguards and one of the foreign (to China) managers saw this as a problem.  The local manager scoffed at the need to install these expensive safeguards, stating that the workers were just peasants - if they lose an arm, they give the family a little bit of money (around a couple of hundred U.S. dollars, I believe) and have the position filled before the day is out.

For a variety of reasons that are too difficult to really go into, I repeatedly witnessed a distinct lack of concern about the welfare of others and human life in general.  This was certainly not from every one there - I met many kind and caring people, but the attitude persists.  Perhaps it is a consequence of having 20+ million people crammed into your cities and a population nearing 2 billion.  Sure, there are many of the same laws in China that we have governing safety and production in the U.S., but there is almost no enforcement of those laws.

Long story still moderately long, I wouldn't trust the people that made the swing to give a rat's ass about the people using the swing.  It's like there is a nation-wide compassion fatigue going on.  They have an excess of human capital, and that capital has been seriously devalued.
