hell, your local isp could put up a proxy with bogus pages of cnn if they wanted to. You wouldnt know unless you compared pages between different network connections. I think the new technological world will be a wonderful way to introduce a caste system. We can make stupid people and smart people depending on ip clusters. At least thats my vision for the brave new world.
