I thought it was a different anime: one where a brother and sister both have weird growth defects: She`s 20 years old; but looks 8, he`s 8 but looks 20... hilarity ensues...

No , it`s what english speakers in general sound like to them. It`s their equivalent of the ching chong gibberish some westerners love to use to mock Asians.
