@Bakcagain: You won me over bro :-) So I took a second & third look at "blue bag lady" and gave her the pass... this time. Two reasons: Motorcycle coming on sidewalk and 2 people were already attending fallen man.

@edana42: This is not from China. There have been a couple of videos of people in desperate situations (in China) and multiple onlookers UTTERLY ignore them.
Child hit by car? Ignore.
Woman falls into hole? Ignore.
Man beating child? Ignore.
& etc.

@artmunki: I think there`s more to it than just that: It`s a "cultural intolerance" of anyone outside "your network". They have a rigid hierarchy and if you`re too low on the scale? Ignore.

Years ago I walking back from school and and saw old lady fall over outside her house and couldn`t get up. I had to cross the street and jog upto her, she was calling out for help. Other people were a lot closer and did nothing... Helped upto her door and went on my way... You can find fails in humanity everywhere.

Strangely I seem to attract old people asking for help in general... Guess I have one of those friendly faces.

The reason people in China will often ignore others who have fallen is because of a few relatively recent and much-discussed cases where the person doing the helping was ultimately held legally responisible for a significant proportion of the medical bill of the injured party. Anyone who isn`t wealthy would naturally hesitate to help someone if there was a chance that this help might result in them being hit with a huge medical bill.
And although I hope it`s redundant to mention, I will note that this is deplorable. But it`s deplorable on the part of the legal system which reached these judgements, and not necessarily on the part of innocent people scared of being hit with a huge bill. I have no doubt that Chinese people would naturally be every bit as helpful as people anywhere else if they weren`t worried about the possibility of substantial legal penalties for doing so.

(To be fair, the lady with the blue bag -might- have been alarmed by a motorcycle coming onto the sidewalk... and not just being a jerk...)
