    There needs to be a Government study of misuse of power. Followed by a review of all laws. Then a study of the review.
    The results will be given to a 9 member "steering committee" who, in secret, will decide on whether or not to make the report(s) public, or if anything should be done or not.

    Should be completed by... 2019 at the earliest.

    Can`t just build a dam, dude. It affects the flora/fauna, wetlands, fish and associated ecosystem, environmental erosion impacts, can affect the water table.... Just get a permit, have some Corps of Engineer type review it and give the ol` yea/nay. Didn`t have to escalate to this, but there are laws in place, which you broke, landing you in jail. No sympathy here.

    He wasn`t damning up a river. Just scooped up a couple of ponds as a water reservoir in the event of fire.

    People just aren`t allowed to protect themselves anymore. No guns. No ponds. Here in southern California we are not allowed to plant fire-resistant plants around our homes because ice-plant etc. is not indigenous. Even though we have annual wild fires that destroy homes.

    The gov`ment just has to go. Toss it out and make a new one.

    Unless I missed something he tried to get the permits in 1973. That`s 40 years ago. It doesn`t seem to have made a big difference in the environment.

    If rainwater is a public resource why is Medford able to claim it? It does appear (stocking it, building a dock) that he`s not being up and up on his interests and ecologically he is changing the zoning. It`s sad, in this age, that political correctness supercedes individual action. Another twenty years you won`t be able to sh*t without a lawyer.

    If I`m understanding the one bit, all he has to do is put a roof over the the pond, coat the pond in plastic, and let the runoff accumulate.
