Yes, Alan Moore is an anarchist, but don`t get the order mess up. The symbol stands for Anarchy Is Order; V for Vendetta simply borrowed his inspiration from this.

Pokemon are controlled by their owner (unless of course you receive one in a trade and the level is higher than the a certain value due to not having proper badges /nerd), which is the opposite of anarchy, or lack of any control (government).
