The other funny thing about this: Apparently, stamp collecting has gotten such a reputation as a boring pastime that the copywriter felt a need to rebrand it as "stamp acquisition."

I actually thought this was funny. At least they didn`t say "thrilling."

For anyone not getting it, apparently the U.S. Postal Service was trying to get children interested in stamp collecting by presenting it as a game. Fancy (and I) found humor in the copywriter`s grasp at the "lively" adjective.
