I had a look for the picture elsewhere, to try to find the context. No results, but I did find lots of odd speed limits and a suggestion explaining them - they`re intended to attract attention. Everyone will strongly notice such an odd speed limit, more so than a more rounded one such as 5mph.

It looks like an industrial site. Maybe it`s for certain types of very heavy vehicle, something with such a range of gears that maintaining a speed under 4.5mph is not a problem.

It`s the result of a conversion from 36 furlongs per hour. A furlong is approximately one city block.

No. 4.5mph is somewhere in the region of 8km/h, so it`s not a conversion thing.

(just used a convertor - it`s 7.25km/h).

Where and why would a speed limit be measured in furlongs per hour? Why would a limit of 36 furlongs per hour be any less odd, at any time? I`m thinking that it seems maybe about a reasonable limit for good treatment of a riding horse on long journeys, but do you have better answers?

It`s a method of making the drivers more likely to follow the speed limit. When the speed limit is a strange number like that, drivers are found to be more likely to follow it (that is, 4kmh in this case, and not 4.5kmh).

Weigh stations in Kentucky, speed limit is 12. Assanine. I didn`t think the people of Kentucky could even count that high.
