Maybe they were hauling a statue or granite monolith?

Those straps are at least 4" nylon webbing, which means they have a tensile strength of ~40,000 lbs. That`s enough to lift 2 Kenworth semi tractors off the ground. I think they could hold that gate up just fine.
@oldollie - couldn`t you have just asked on Yahoo answers rather than posting up an uninteresting picture on this site?
Wut? I did not post a picture. And after all the posts here of screen shots with troll answers, do you really trust Yahoo! Answers for anything?

@ Shelworth
Straps across a load of gravel ("ballast" in railroad terms) would not keep broken dumper sides up - at least not for very long. I think they`re there because they occasionally load ties into those cars; someone was just weak on the concept.

The straps are there to make sure the sides of the car ( which fold down to empty the gravel) stay up. I don`t get the problem.

I was a railroader for thirty years. There`s nothing wrong here. The yellow wheel is probably a hand brake. The tubs open from the sides and a piece of equipment follows. spreading the gravel so it can be tamped afterward.

1. IAB Sucks at the moment.
2. Its probably policy...they have to do it regardless of load.

It could just be that they are fastened because if they were not, they would flail around. Assuming they are permanently attached on either side, of course.

They use fabric straps to help relieve the stress on the steel locks. That will keep me up at night.

Okay, I studied the picture and figured out what the straps are doing. However, before posting my answer, I went through the posts to see if someone else thought of it first and lo and behold, we have a WINNER! Congratulations, pacojohnson!!!

You can clearly see that 1) the side gates are hinged for dumping (I suspect that the bed of the car may tilt to the side as well), and 2) each strap is located exactly in the middle of a side gate. The gates have locks on the sides like a tailgate on a pickup truck, but the straps help relieve stress on the locks and act as a safety backup in case the locks fail.

I know exactly why those straps are like that. You take the straps off to load it, because if you load the gravel in with the straps there you can damage the straps or whatever, but that`s not the question here. You want to know why they put the straps back on at all....

(seems none of you have used these straps before)
Look closely. Trucks nowadays have nifty mechanisms to neatly roll up the straps when not in use. Those aren`t on this cart. If you pile them in the train, you might lose them, but most of all, it`s a waste of time. That`s right. A big drating black hole that will suck up all your time. IF THEY DIDN`T PUT THE STRAPS BACK ON THEY WOULD GET ALL TANGLED. SIMPLE AS THAT. THIS SHOULDN`T HAVE TO BE POSTED AND QUESTIONED, THERE SHOULD BE MORE OBSCURE KNOWLEDGE TO BE GAINED FROM THESE PHOTOS, IF THERE`S ANY KNOWLEDGE AVAILABLE AT ALL.

Maybe. Maaaybe. Those look like some pretty f`ing sturdy side clamps already in place. The best thing to do is just complain about content and not submit anything good yourself. That`s what IAB is turning into.

The straps are there to keep the sides in place / from bowing out, not to hold the gravel down.

@Mikeoxs:
Don`t think the yellow wheel is the problem. Pretty sure its the fact that someone tried to tie down gravel.
My only guess would be they are tied down really tightly and it compacts the gravel, but slut_etta is right... load cover would be nice as well.

The wheel turns the cart over when needed so the gravel can be dumped.

If I had to guess, there`s something in the car that is being held by the straps. A layer of gravel is placed over the object to further stabilize it from rocking.
