Why do some years have an extra leap day and what is it for?

and when we have an earthquake and it changes the axis of the earth which probably affects the rotation as well - its still off.

@Samsquanch: close but no cigar. The Mayan civilization was already in decline when the Spaniards arrived. The Mayan collapse already happened around 900 AD.

Yes...that was pretty basic.
But, it`s also a good damned explanation for the Mayan long count calendar, and why it ends when it does. "Meh, we`ll get around to it when it`s closer to the day," is human argument.
Chances are, the Mayans probably would have got around to it about 20 or 30 years ago calculating the next long count calendar...but, those rascally Spaniards put a chink in their plans.

That is why we need a 13 Month - 28 days calendar, the Gregorian calendar is just one big FAIL. Not all the world have the seasons either.

We all know the rules, but how many of us knew the rule about skipping every 100 years, or not skipping every 400 years before 2000? Also, I bet most people know the rules, but might not fully understand why the rules are there.

Besides, he left out leap-seconds, which happen whenever the powers that be decide they should because of the random fluctuation of the length of a day.

And don`t get me started on a sidereal day vs. a solar day!
