Probably not since polyurethane would most likely dissolve the image (ink and first material applied) where the mod podge does not and just hardens and becomes clear on top.

One question, I know she said "regular paper" but does that mean it has to be a matte finish and not glossy?

Just make sure the wood grain doesn`t imply any embarrassing accidents by the photo subjects.

In that pic, the guy looks to have shot the brown rapids.
