This is made by compiling/stitching images of space from the southern hemisphere of Earth together and playing them in sequence (think: flip book.)

Therefore this is a representation of, to be more specific than the brief description, our "local universe." Based on the images being played in sequence (keep in mind that these images are taken over years) we can clearly see an expansion of OUR GALAXY- even though what we are viewing is "The Universe." This is why it is a model/simulation of the expansion of our Galaxy, rather than a model of teh expansion of the universe. All that can be effectively ascertained from what we`re seeing is an expansion of our Galaxy- we don`t have powerful enough camera`s, nore the proper angles to actually reproduce this on a Universal scale... yet.

So yes: Expansion of our Galaxy.

Firstly, the dots are clearly galaxies so this would be the expansion of our universe not our galaxy.
