It`s for sensory and comfort for special needs kids and adults. A lot of them find it comforting to have something surrounding them. Sometimes there are also ones that like to dig themselves in the arms, or hit themselves in which the body blanket is like a mental restraint to keep them from the impulse.

CoffeeDiiva is correct. I work with autistic children and we use this as an aid for them. It`s not unusual to see special needs kids/adults with these.
