Technically jet engines move planes horizontally and the wings then generate lift due to their shape. A person is NOT shaped correctly for this to happen of course.

Also, lighter than air or ultralight craft would need only slow speeds to generate lift. Again NOT the case here.

He means there needs to be an upward force to counteract the downward force of gravity, which is true. No amount of horizontal force will allow you to hover in the air like this.
