I used to hang out with people like this. I would guess this isn`t a Photoshop and the guy did it as a joke. I also doubt they are gay, I`ve seen people that aren`t gay doing way gayer stuff than this, these are just people who dont give a crap.

If you really think about it not only is it a sparkly vest with leopard print, but it also has a mural of Celine Dion in the back. I grew up with punk rockers but come to your own conclusions.
