Wtf? I have a shop like this by my house, you get a slushie in a plastic cup, they put it through a machine, and it sticks on a plastic film with a picture on it. You grab a straw and can either take it to go or enjoy it at the store. So it`s not the shop, it`s the people who get drinks there.

As others said, it`s the customer who chooses where to put the straw. Also, there`s no reason to think this is Japanese; if it`s Boba (as I think it is), that`s originally from Taiwan, and, as far as I can tell here in Japan, is much more popular in the U.S. than Japan.
