As you say, PETA was founded in 1980. By then the animal rights/no fur campaign was nearly over, and won, thanks to Bridget Bardot and a number of other high-profile people who posted pictures of seals being clubbed everywhere, etc. The reduction in furs has nothing to do with PETA, the WWF and Greenpeace get most of the credit.
I will credit PETA will reducing some demand for fur products by exposing the conditions that I will not deny are terrible.
But anyway, the first, major animal welfare laws in the US were The Humane Methods Of Slaughter Act (1907) The Twenty Eight Hour Law (1877) and the Animal Welfare Act (1966)
Other notable pre-PETA anti-cruelty laws include:
In 274-232 BCE The emperor of India banned the slaughter or sacrifice of any animals in his domain.
In the 13th-18th Centuries laws were passed that banned everything from fishing and hunting to rooster fighting, bear and bull baiting, hawking fowling and horse racing.
In 1635 the Irish parliament set rules against certain cruelties against sheep. This is often viewed as the first modern anti-cruelty legislation.
Finally, PETA doesn`t just euthanize unadoptable animals from animal shelters but also actively seeks out animals to later kill in their vans, making NO effort to place them.

If you look at the background, it looks highly likly that this dog is at a dog show, concidering the highly clean state of dog, cage, and the cage and water bowl in the background :)
And yes, our friend Panda Dog is in a cage, but who knows how it got there? I`m willing to bet that Panda Dog`s coat in the picture is not natural, suggesting that this dog has an owner, albeit an owner with strange tastes.
My point is this: Panda Dog has an owner, PETA is not going to euthanize it just because it`s gotten a questionable dye job.
