Like vicious liar said, this is old.
And though it does not look like its doing anything, it is doing something.
I just don`t know what it is; spinning the disk inside the floppy and reading/writing or something like that.

There was a program back in the 80`s that did that with Commodore 1541 disk drives (yes with a k, they were 5-1/4" disks).
