According to this, all you have to do is press a key combination to reset the password.

The way the lady they interviewed sounded, they were sitting there with laptops running password crackers. In reality, it didn`t take any actual hacking at all.

That`s awesome. I think this is a harmless prank and they shouldn`t be punished. It`s not like they caused any accidents. If they had put something that actually had an effect on drivers like "Slow to 10 MPH" and everyone did it and there was a back up for miles, sure maybe that wouldn`t be as funny.
