I can see how you can get that from the two sentences, but I think they mean it this way:
1. USA elected first african-american president2. For the first time in 40 years, an Oregon senate candidate beat an incumbent senator.And then, 3. They elected the first openly transgender mayor.
Sentence one and sentence 2 have nothing to do with eachother except they`re both "first" things that happened.
