It isn`t really shown in the USA, shivarama. It`s about the only place in the world that it isn`t - it`s a massive success. You get some cut-down partial episodes on BBC USA, that`s all (it`s an hour long without adverts, so they cut stuff out to put adverts in for the USA).
However, the producer knows USA people rip it off over the net and has openly invited them to do so.
The current version dates back to 2001. Series 12 is now on (they sometimes have two series in a year). TG existed as far back as the 1960s, but it was a proper car program (except for the segments Clarkson presented) until they relaunched it in 2001 to be the presenters having a laugh with cars.
