Not in the UK he wouldn`t... we don`t sue the moment we scrape our knee (although pro footballers cry every time they do) that`s why rugby is the man version of american football. I put my stud into someones knee once, look liked i knee capped him... he didn`t get a penny.
I can think of two things. Distance (like you said), and distraction for the person right there in front.

kid deserved it, notice the kid in the white shirt came over to make sure the other kid was alright...hence HE wasn`t the douche. and then the blue team player has the audacity to stand in the SAME spot? I would`ve done it again if I was the kid in the white, the second time on purpose.
Nobody can throw a soccer ball that far with just a simple two handed overhanded throw.
The actual rule is that you need to do an overhead throw with both feet on the ground, right? And that is what this kid did in the video: He threw the ball over his head, and both feet were planted firmly on the ground at the time of release.
I had a friend in soccer who always tried to do flip throws. He could never get it right...
