a wide lense and some good skills with stiching some panoramic shots are all it takes to make a pic like this.

its just a standard stitched panorama, just done on a vertical rotation instead of horizontal. Easy to do well, hard to do perfectly. I have a rig for my tripod that allows me to do this so that it rotates on focal point instead of on the focal plane, and that way it stitches perfectly without any distortion. But whoever did this did not do enough shots, cos you can see the stitching. When i do 180s, I like to make sure that I have at least 20 shots, absolute minimum. I have a friend that does a lot of these, and he does 2 degree rotations, so 90 shots for a 180. Absolutely seamless, high quality stuff.
You can do the same thing on film, but you need a special camera. Panorama cameras (not to be confused with panoramic, which is just a wide shot on a standard frame) were very popular back in the 50s. The lense actually rotates as the film strip advances, so it will shoot over a strip of film about 10 normal frames in length.

stand in the middle of a bridge looking to one end. slowly bend over looking thru your legs to the other end, same affect.. thats not how this picture was taken they probably had some sort of rig to rotate the camera to keep the same distance but still

think of it like someone put a camera on the bottom of the pirate ship ride and as it swings it takes another picture immediately once everything in the old picture is out of the frame then they are linked together
