I think it`s called the Insectothopter. Some sort of Dragonfly spy device that didn`t work because of wind.

we already have a more high tech one...we`ve had it since the early 90`s...it first was the size of a dragon fly now its smaller than a fly...its use for recon missions

hmmmm....notice how they didnt show it flying/hovering in the air...they showed it taking off a little but it quickly went back to a slow motion shot of the wings....I would have liked to see this thing in action but i guess that`s something that can`t be done yet....this video is probably old but still...
