the cops are wrong there i believe...this is not to be treated as a car cause it has no engine. it is more like a horse-cart. driven by muscle power and at least in our country it is allowed to drive a horse cart without a license and they are also slow, unsafe and block the traffic but since they are usually very few this doesn`t matter. but maybe you shouldn`t argue with cops...they are not the brightest in no country....comes with the job i guess

@blargendarg where would you get plates from? you would have to register the car and i don`t believe that this thing would get registered...

why not? make, model... sure at some point you`d have to fudge the number of cylinders with what it used to have but actually getting the plates wouldn`t be that tough. in the states you`d have to insure it first but if you don`t want collision insurance they usually don`t even need to see the vehicle.

You could get plates for it in county where you would not have to pass emissions.

drating pigs. And I think, in the UK at least, it would count as a pedal quadricycle, similar to a bike. Which means no need for plates, although a sign on the back reading "Pedal Car" or something would probably help avoid being pulled over all the time.
Is poo slow though, mainly because it`s a big heavy lump of metal. A custom-built pedal car, using lightweight materials and an aerodynamic body, would be MUCH faster, ouptacing a standard bicycle.

You can`t get plates for it at the `Department of Motor Vehicles`, because there is no motor. License plates are not required for non mototized vehicles in the US anyway

Maybe they should have used a lighter car, and not the mammoth that is the Buick Regal.

Pedal quad bikes and even rickshaws are allowed on TO streets but something like this would be a hazard since it probably can`t maneuver or stop quickly enough.

The cops where in the wrong, other than they might have been going under the minimum speed limit. not sure what the law is in Canada though.

    In CA:

    Minimum Speed Law

22400. (a) No person shall drive upon a highway at such a slow speed as to impede or block the normal and reasonable movement of traffic, unless the reduced speed is necessary for safe operation, because of a grade, or in compliance with law.

other than that it should just be seen as an oversized bike so they didn`t even have the legal right to ask to see his drivers licence.

How is that car less safe than a Bicycle on the road? If bicycles are allowed on the road then the car seems legitimate. It was a little bit inane but not unsafe.

    "The safety factor is............unsafe"

Looks safer than riding bicycles in the street, like they do here in Oregon. At least you`ve got some armor around you. I guess the danger is for whatever you hit (at 5 mph top speed)
