Picasso also did this look it up yourself. You can do it without a camera if you use a bright sparkler in the dark because the image gets burnt into your eye, try it. I also found this

Yeha that`s pretty good, just put the shutter speed on your camera (slr of course!) and then it just captures all the light, looks funny.

I do this sometimes, with sparklers.
Getting technical now, you use a small aperture size (large F number) so that the aperture hole lets in the least amount of light possible. Use the lowest ISO rating for the least sensitivity, and use a neutral density (or gray) filter to reduce the light input even more. You can then keep the shutter open as long as you want (BULB or computer controlled if on SLR, etc).
Then all you have to do is find a nice backdrop and use sparklers or LED pens (probably what is used above) for the light effects.
You don`t need to touch Photoshop at all. :-)

Yeah, they actually put the camera on a tripod or something and moved the lights around to make the shapes, and just kept the shutter open. It`s pretty fun to mess around with that.

You do it by setting the camera`s shutter speed to bulb (which lets you make the shutter speed as long as you hold the button) and then wave the camera to create the pattern of light. I do this all the time (I`m a photojournalism major) but either this person is ridiculously talented and took a god awful time setting up the lights perfectly in order to make these patterns, or these have had some Photoshop work done on them. It`s not as hard when you do it that way. :P

i think what they do is max out the exposure time for a camera lens. im not sure though
