The cat doesn"t seem to mind so I"m going to guess they are just playing and have a safety word and such.

It`s just like when you see two dogs playfighting and they grab each other`s muzzles in their jaws. I think it can be sort of dominance thing as well for dogs or wolves to get a grip on the other animal`s muzzle.

Yes, just like SarahofBorg said, it`s just a dominance thing. Dogs often also hump cats or other dogs in the anus to show dominance.

The reason puppies and dogs want to lick your mouth is that`s an instinct to feed as the mother will feed the pups by offering food in her mouth.

The dog is offering food gently, the cat is going for it.

Dogs do that to show dominance and superiority. Nothing says pwn more than "your whole head can easily fit in my bone-crushing jaws."
It`s harmless though, just a symbolic thing. The dog got annoyed with the cat and taught him a lesson about leaving him alone.
