Why would you claim it is IE only, when even on the website it says for IE, Firefox or Opera?

It requires Active X, which is not supported by Firefox.

The website even explains how to watch everything with Opera or Firefox. It only requires ActiveX for IE.

    About ActiveX:
ActiveX controls are used extensively on the Internet. They can make browsing more enjoyable by providing video, animated content, and more. These programs can, however, malfunction or give you content you don’t want. In some cases, these programs might be used to collect information from your computer in ways you might not approve of, possibly damage data on your computer, install software on your computer without your consent, or allow someone else to control your computer remotely. Given these risks, you should only install these programs if you completely trust the publisher.

It only lets you watch what they have stored, old episodes of certain TV shows. As for whether it is legal or not, chances are not. But the end user is not the most likely one who will take the heat, more likely the website operators. That`s pretty much the way it is with any TV shows, music that is sold on CD, or movies. There is no legal way for any unauthorized person to distribute it freely.

I agree with cheap. It is not like the user itself is downloading the shows from this site on to there computers where they then can distribute it too other people, The shows are hosted on the website, The only way to view them is by loging into your name and watching them on the site. Therefore users are not responsable for the usage of the videos in anyway.
